Limits on presidential firings date back to 1790, when Congress created a commission to repay Revolutionary War debt. It had 5 members, and 2 (the VP & chief justice) were unfireable. Humphrey's Executor therefore ratified 145 years of practice, they say. www.law360.com/articles/241...

The so-called "metering" policy was first enacted under Obama in 2016, then formalized under Trump in 2018, and rescinded under Biden in 2021.

The new Trump administration claims a 9th Circuit decision prohibiting the policy "defies the plain text" of the Immigration and Nationality Act.
