There is a semi-correlation between how strictly an institute sticks to the pay line cutoff and how many total grants they have to evaluate.

NHGRI has never relied on funding lines, the biggest challenge with the change is documentation of reasoning. A small Institute like NHGRI is fine, the portfolio is small, but NCI?
