tl;dr this is a bad decision because the judge could have said all that while legally protecting Wikipedia and setting a real precedent, but he did not. Words with no meat.

apparently the judge “indicated (Ofcom) could face legal repercussions if they fail to protect Wikipedia... In order to achieve that outcome, he suggested that Ofcom may need to find a… flexible interpretation of the rules in question, or that the rules themselves may need amendment in Parliament.”

why? it says in the article this “does not give Ofcom and the Secretary of State a green light to implement a regime that would significantly impede Wikipedia’s operations”. I don’t know much about UK politics, why do we know that’s going to change?
