Do you know if people who were eligible for the original deadline based on time limited circumstances (ESI, etc) will still be ok to submit those grants to the newly delayed date (even if they no longer have ESI/meet fellowship years experience limits)?

As an applicant, 40% to 27% to 54%. 40 to 26 (funded) to 54. This kind of data in aggregate is not public as far as I know though I would be shocked if it doesn’t show this pattern (at least in my field).

It has an impact because A1 applications that were scored reasonably and are very responsive do better than brand new A0s. For applicants whose reputation is not as established this helps- limiting discussion to top 30% decreases this opportunity.

I have listened to your advice about submitting early and often since I started. I have submitted >30 external aps (+3 fellowships). All but 1 were discussed or selected for full proposal/nomination. I have one awarded R21 and five grants currently in NIH limbo (not reviewed, not assigned).
