It’s actually perfectly internally consistent: the evil socialist maduro is sending Venezuelans to the us to conduct hybrid warfare against whites. This of course is a claim without evidence in the executive order, but it’s a consistent claim nonetheless
So the U.S.’s official foriegn policy holds that Venezuelans are living under an evil socialist dictatorship, but when Venezuelans flee to the U.S. they risk being arbitrarily designated as terrorists and sent to rot in El Salvadoran dungeons
