I know it's a fool's errand trying to identify a corroded, damaged piece of bronze in a photo. But there's a certain resemblance, minus the pointy hat:

Super interesting, thank you. I'd not spotted that the Oceanus heads from Corinium and Dorchester shared the same iconography. The skull cap and deeley-boppers now makes more sense.

I've seen arms like that somewhere else, and made a mental note that they were similar to thes Hinton ones. But inevitably I can't now remember where I saw them...
