Historical perspective is fine and all that, but this headline comes across as just more whitewashing bullshit from WaPo's watered down opinion section.
A front-page opinion piece in The Washington Post today says Shocked by Trump's Profiteering? Here's some perspective. There are periods in American history when graft was the rule, not the exception. The story features a picture of a vulture behind the E pluribus unum (out of many, one) motto of the United States. The vulture is clutching the olive branches and arrows and looking down at a shield with a blue crest and vertical red and white lines below.

A component of the Chinese phishing kit Lighthouse made to target customers of The Toll Roads, which refers to several state routes through Orange County, Calif. The screenshot was taken from the Lighthouse Telegram channel, and includes some text written in Mandarin. An image shared by an SMS phishing group shows a panel of several dozen mobile phones responsible for mass-sending phishing messages, arranged in 3 racks of 10 phones each snugged side by side and plugged into to power cords. These panels require a live operator because the one-time codes being shared by phishing victims must be used quickly as they generally expire within a few minutes. At the bottom of the bank of phones is a young man's arm hovering over a phone. On the table that the bank of phones is siting on is a lighter, an ashtray full of stubbed cigarettes, and a pair of glasses.

a screenshot of the domain domains requested globally from radar.cloudflare.com shows a redacted Aisuru botnet C2 domain ending in .st is #1, ahead of google.com. Another C2 is redacted dot su, at #3. The rest are what you'd expect (Google, Amazon, Apple, Microsoft, etc).
