For the Open AI number? I don’t know what to measure because I haven’t talked with their team, but the perverse incentives seem quite obvious! How might they count genuinely helpful interactions?

But if your business is subscriptions or membership, then a better metric would be the number of returning local users.

And when we look at stories those people read, you’ll often find the good stuff about libraries and bike lanes and other good civic stuff.

I encourage folks to value metrics that matter to their business, and be acutely aware of perverse incentives they might create.

So, if your business is programmatic display ads, total page views (a simple number) might matter. But it’ll cause people to write clickbait, etc.
