I lost the will to live when I got to 10 and gave up.

Whilst there have been a plethora of reports suggesting that Kiev has agreed the terms proposed by USA(Russian terms) "with minor amendments", there are some news sources that seem less concerned about upsetting Trump.

You seem to be using the word "set" rather loosely, in view of the way the regulator allows fares to rip.
