Conceptually, this is reasonable, but there really is not a risk Scott appoints a Republican. He has been very clear about how he would handle it.

On a personal note, it is wonderful to see this project out in the world.  I conducted most of the interviews for it in 2018, and originally had it as a 7th empirical chapter in my dissertation, before my committee very kindly told me a 7th empirical chapter was excessive.

Other areas where this may apply?  Keep an eye on the UN Conventions on Narcotic drugs as more states in the Americas and Europe legalize pot. 4/20 thread?

The ILO ultimately decided to evaluate older treaties to determine which ones to abrogate. I argue that in some cases, this type of “controlled burn” can enhance the legitimacy of international law by bringing it in step with contemporary norms rather than challenging it.

For instance, in the early 20th century, several ILO conventions prohibited women from working underground in mines or at night.  As the norm within many states shifted from special protection for women to equal opportunity, a number of countries withdrew from these conventions.
