If this is rocky terrain I don't see how this effects runoff in any appreciable way. It's not hard scape. The water runs between the panels every few feet.

What ICE is doing is clearly unconstitutional. Ensuring domestic tranquility is a constitutional requirement of government. That's the opposite of what ICE activities are doing
