Ha! The Dutch language school I went to gave us buttons that said a similar (IIRC) "Spreek Nederlands tegen me. Ik proberen te leren"

Since everyone just switches to English at the first hitch in your language.

There's a shopping area in Amsterdam North that after it closes, it plays music from Efteling (a theme park, like a Dutch Disney) to keep teens from loitering.
I mostly feel for the single pizza delivery place that is open past those normal hours so they have to listen to it every single night.
