Since she would be about 16, she would act a bit more like a teenager (loves music, a bit moody, worries about her appearance sometimes) than her BTAS version who is more of a 18-19 yr old young adult. But is still very loyal to Penguin!

Like always, Penguin still stumbled upon her as an egg and took her in, with the intention, as a loyal pet, but ended up being like a dad (in denial) instead. She would know martial arts fighting like he does and incorporates her sharp talons in them as a weapon.

So there is truth to Oswald's theory. In my "Harpy species headcanons", Harpies grow up very fast for human standards because, like he says, they have the same maturity rate as that of a bird of prey (particularly of eagles or owls) -

She's a harpy who imprinted on Penguin and considers him her father. He kept her like a pet at first, but soon came to see her as a daughter. Thus, a bird family in crime.
