I think he’s already got the pardons in one of the pockets of his big boxy suit jackets and he produces them like a shitty magician pulling out a half-dead pigeon when he needs to get one of his sick-o-fans to do his bidding or when the jackals need an extra “push” if their “loyalty” is waning.
