The difference is basically the government doing it rather than the actual task, which is politically and militarily similar to others where the U.S has succeeded

The U.S policy before Jimmy Carter was basically to support right wing dictatorships. Carter was the first to push for democratization within SA and then supporting democratic rule with U.S military might became U.S policy by G.H.W's presidency until it soured on Americans because of Iraq

Iraq itself was not really a unified nation state even during Saddam Hussein's rule. In Venezuela may be an insurgency but the country is not going to partition into sub-factions because the overwhelming majority wants the same thing. Maduro lost the election in like 95%~ of districts in 2024.

Maduro is intensely unpopular in Venezuela. The country has been emptied of *half* its population since Hugo Chavez came to power. It has a long republican history that was only very recently disrupted by Hugo Chavez who turned the country into an autocracy
