If you are an emitter you have to comply with industrial carbon pricing by either paying the $95 price to the govt, physically reducing your emissions to the benchmark, or purchasing credits from someone else who reduced below the benchmark.

The latter only costs $17 now so will be often preferred.

It means they have less incentive to actually reduce emissions and instead just comply by paying $17 per tonne.

Lower effective price = less incentive to physically reduce emissions.

I should have used a “bad” as an example.

Imagine govt charges $95 for a carton of cigarettes. But you can buy same carton on street for $17. Does it really matter if govt says “now my cartons are $105!” if street seller is still selling for $17?

Also govt giving free cartons to street seller…

If the official shoe store is listing shoes for $95 but you can find the same shoe on kijiji for $17, the shoe doesn’t cost $95.

It was a much tighter discount. Eg $40 EPCs against $50 policy price. Now the gap has widened so much they’re basically disconnected.

Oversupply of secondary credits from lax benchmarks and additional policies.
