I did not mean my suggestion to Joyce as criticism. It was poor wording on my part. Her insight into the law and the politics would be more helpful than my layman's perspective.

Joyce, you need to comment on exactly what invoking the insurrection act would mean. I don't think a lot of people understand how serious that would be.
