We had two wars (Iraq & Afghanistan) 24 years ago (til just recently). I recall Congress giving some sort of "authorization" for Iraq, but I damn sure remember no "declaration of war" was ever given... was Vietnam a declared war?

More importantly, it provides a road map for Democratic candidates that doesn’t require throwing vulnerable members of their coalition under the bus.
