They have short muzzles and jawbones that accommodate the tubes of heavy muscles that are their tentacles and provide stability for them. The jawbones are not used for feeding and only exist to give the lower set something to hold onto.

Thez was originally made to romance the Emperor, but because everyone kept mistaking him FOR Emps (even Emp's voice actor did this 😭), he became Emp's biggest hater and stays single for the game.
He has an enemy with benefits thing going on with my friend's tav tho if that counts for anything
