This very much sounds like a job for Dirichlet regression, or maybe MvNormal with softmax? I definitely wouldn't try to encode such constraints directly into a covariance matrix.

It is probably worth clarifying that the deportation orders were issued by the Berlin *state* government, not the federal government. I would think that the federal authorities would have the final say on this since immigration law is under their jurisdiction.

Seems pretty unlikely that this will hold up in court...? Especially the orders affecting the EU citizens.
