You are 100% correct. I've worked on many IT projects using both Azure and AWS and they were all complicated and took longer than projected. And that was in the private sector. Government projects seem to take much longer.

I call bullshit on NSP. I worked for a National company that had a cybersecurity event a couple of years ago. We were back to paying our suppliers in under 2 months. It seems their IT department is woefully lacking in many ways.
