Prior to retirement I was responsible for one of modules for the gov of sask payroll system. The problem probably isn't the system itself, it's the people chosen to be on the team. The wrong people result in unclear project specs, insufficient testing and in some cases, no system testing.

I agree that Regina needs a new hospital. It might be cheaper to build a new hospital than try to retrofit/convert the current Sask Polytech campus back into a hospital.
