That's what the wheels are for. And it's not like ICE would ever just hit something with their car, sending this dangerous flaming lump into the crowd. ICE is well known for having no assholes who would attack a crowd like that.

Barricades should be small and on wheels in case ICE needs to move them quickly.

I know one thing: they suckerpunched Will. They are attacking their own team. At the end of the video, they are worse than useless. And I strongly doubt that at any point they built an effective barricade to counter the feds. I'd believe they are feds more than that.

The tactical logic is there, but not in the fires from the video. A flaming barricade is a serious obstacle, a flaming barricade that doesn't actually block the street and also is on wheels for easy removal is just a hazard to everybody protesting nearby.
