Figuratively? Yes. He’s the one responsible for most of the DOGE and all of the other cuts to Government services. He’s more the “whispering in the ear” evil henchmen type. And Trump’s a dipshit and easily managed that way.

Yes. But just the one: Russell Vought. And unfortunately he’s about as evil as all of them combined. And fairly intelligent. Compared to his coworkers, he seems like a super genius. He’s not, he’s just regular smart. But they’re all so loudly dumb he hides in the background noise.

I think he might also be referring to Russell Vought. Who unfortunately doesn’t exhibit the touch of evil as much as Miller does. He is just as evil as Miller and smarter, just less obvious about it
