USA has never ratified.
So the jurisdiction is questionable.
the UN security counsel could refer the matter to the court but... US has veto power.

ISO 20022 is a good step.
If the state understands and trusts AML/KYC notifications, hopefully, not every startup needs a bank license in the future.

I see it as a conflict between nationalistic religious Opportunist and normal peaceful people.
the first group `works` together to kill every chance for peace, and the second is to busy being hurt, angry, fearful and socially/religiously/economically divided to work together.
