I am confused.

Very sad.
Community radio stations are real local radio but are hamstrung by over restriction and cost.
Licences should be free and PPL and PRS fees are expensive the set up fees in terms of kit etc.
Up to now the limit on advertising revenue would not even cover the rent of studio space.
