In his JMP titled "A Welfare Analysis of Universal Childcare: Lessons From a Canadian Reform", Sébastien and the coauthors find that the introduction of universal daycare in Québec in 1997 generated substantial welfare gains, with a Marginal Value of Public Funds above 3.5!
