Turns out a weird quirk meant that neither NVIDIA Control Panel nor in-game frame rate caps were working. My GPU was just trying to force-feed me as many games as possible.
Downloaded MSI Afterburner and RTSS and now manually lock the framerate while recording, allowing OBS to do its encoding!
