There are obviously many differing practices, but as someone who talks to Emergency pts, this is not an uncommon experience. In Vic, I think it's worse outside of Melbourne. Very few outpatient clinics run inside the local hospitals where I live. Most Sps Drs run 'rooms' with fees for public pts

The problem with Amber is the costs are high when you really need power. You can't put off using the electric oven on a winter evening and the tariff can be scary. Probably works out even over the year, but when you see the tariff warnings, it gets uncomfortable pretty quick
