4. We're so bad at absolute PT priority (a combination of path dependency and unspoken automobile priority) that planners need to focus on signal cycle simplicity (as few phases as possible) to get tram moving quickly.

3. In shared running provide all these signal options. A. Combined through and right (your left) green light to get turning cars out of the way. B. Extend main phase that has a tram approaching. C. Provide a discreet T light that lets tram proceed between phases if it's at the front on queue.

1. Where tram is in its own lane, provide a simple two-phase cycle with hook turns (our right turns, your left turns, turn right from the left at end of phase). Use a short total cycle time (determined by pedestrian requirements) to get tram moving quickly.

Just for comparison, we typically don't have absolute tram priority in Melbourne, but we do have some strategies to reduce delays to trams (with varying success) ⬇️

30 km/h limits have only just become a 'standard' speed limit option in Victoria (capital Melbourne). Before that it was only allowed in a few trial areas. Still, all speed changes need state approval, often ministerial sign off, so it's yet to be seen if we'll get many new 30 speeds. PDF at end.
