To be slightly less sarcastic, we know definitively that a certain level of investment in research (people, infrastructure, connections) is required to sustain a system that can innovate & ultimately produce the commercial results the govt wants. You can't just demand more for less and get it.

Also, I will say, thinking the only worthwhile science & research is that which creates economic outcomes profoundly diminishes what we do science for: knowledge. We become a better society through tiny steps that push forward our knowledge about the world and ourselves.

There’s a good reason stable, functional governments follow standard democratic procedures to make policy. Whatever else these memos are trying to do, there’s no way to achieve “government efficiency” through chaos, confusion, and caprice.
