This is both true and not. Urgent Care is often a separate remote building, and a city and town will/can have multiple spread out.
They can't do everything at UC and will send you to the closest hospital or specialist.
Specialists also can have separate buildings, but they are near the hospital.

The new micro battle passes are a chain of items that are either free or cost a earnable in game currency. To get the next in line you must unlock/get the previous. At some point in the chain you must buy to continue. Small fee like $2.99/$5.99.
