You don't need to pay to register a QR code- it's nothing but encoded text. For example, I just used ShareX to turn this post into a QR code.
I have seen businesses that generate QR codes for business cards. The sales guy at my company was very pleased when I showed him how to make them himself.

I've been playing the Ys games in (mostly) chronological order, and I just rolled credits on my last game. Ys V: Lost Kingdom of Kefin, to be specific. It never got localized, so I had to rely on a fan translation of the Super Famicom version.
