While we wait for the plenary to resume after parties raised points of order: it's official, folks.

Trade measures are on the COP cover that was adopted. Instead of being told to "go to the WTO", the WTO will come to the UNFCCC to dialogue with countries affected by carbon taxes + export bans.

COLOMBIA: "[We] raised a point of order before the mitigation work programme (MWP) was gavelled and that point of order was ignored."

HOLY SEE gets booed for its statement on gender and climate.

"...any reference to gender-related terms in any document that has been or that will be adopted by the COP or its subsidiary bodies is to be understood as grounded on the biological sexual identity that is male and female."

Shots fired #COP30 plenary

PANAMA: "Mr. President, Panama is extremely disappointed. We were promised a transparent process. That is not what we're seeing. I raise my flag and you ignore it. I raise a point of order, and you ignore it. I sustain it, and it can be ignored."
November 22, 2025 at 4:56 PM
It also requests the UN's subsidiary bodies to:

- to hold 3 dialogues on trade barriers, opportunities and challenges between 2026-28, with countries + WTO, UNCTAD and ITO.
- AND 🆕 a high-level event in 2028 for countries to exchange experiences and views on climate, trade and cooperation.

The mutirão text 3.0 text (L):

- retains a reference from the previous draft to Article 3.5 of the original climate convention (R).

🆕 UNILATERAL TRADE MEASURES #COP30

After fighting for inclusion on COP agendas in Dubai, Baku and Belém, climate-related trade measures are on the verge of having their big moment on the cover of COP30 climate talks.

On "calls for efforts to at least" 3x adaptation finance/2035:
- "calls for efforts" is weak
- from what levels?
- "in the context of" the new climate finance goal, goalpost for tripling just got shifted to 2035 from 2030
- *para 16 NCQG: increase public resources to UN funds, 3x outflows
November 22, 2025 at 2:28 PM
🆕 #COP30 Global goal on adaptation text

- "takes note of" Glasgow goal to 2x adaptation finance/2025
- "calls for efforts to at least" 3x adaptation finance/2035
- "urges" developed countries to "increase trajectory of collective provision" of climate $$ for adaptation
unfccc.int/sites/defaul...
November 22, 2025 at 2:10 PM
Climate finance:
- "decides to establish" a 2-yr work programme on climate finance, plus ministerial roundtable on the new climate finance goal [s'long, "legally-binding action plan" on Article 9.1"].
- "takes note of" the Baku to Belem 1.3tn roadmap, but "decides to urgently advance action" on it
November 21, 2025 at 8:15 AM
Tripling adaptation finance goal: we've gone from "decides", "urges" and "acknowledges" from the v1.0 options, to "calls", the weakest verb in between.

Brazil circulates letter to clarify after confusing presser (ty @joshgabbatiss.bsky.social @taisgadealara.bsky.social).

Belém package = “political package” with mid-week plenary + package of negotiated tracks on/by Friday*

Unlike prez, letter doesn't name issues going into the political package.

Tuvalu for Pacific SIDS: "We have heard concerns that an NDC response plan could be seen to be 👉 at certain countries. This is absolutely not the case. It is about ensuring that we all work together collectively to address the climate crisis."

Disappointed @IMO for not adopting 🚢 net-zero rules.
November 17, 2025 at 7:19 PM
Senegal: "We've seen that extreme weather events are becoming more and more frequent, and they show that the climate battles can only be won if we fight together, but not through unilateral measures."

Says 9.1 is "essential", 3x adaptation funds, will submit NDC 3.0 "in due course".
November 17, 2025 at 6:57 PM
Portugal: "We will contribute €1 million to the Adaptation Fund by the end of this year (2025) and also contribute a further €200,000 for additional UNFCCC activities." #COP30 #HLS

At this point, they should just call it the CDM Project Forever Facility.

The current Article 6.4 text effectively calls to lower the bar, because it’s nature 🍃.
November 14, 2025 at 3:16 PM
Add to that the fact that the carbon market watchdog’s own transparency is under question.
November 14, 2025 at 3:10 PM
Also: why should a UN watchdog body have to consider whether its standards will affect carbon market forecasts and “discourage the development” of nature-based credits?
November 14, 2025 at 2:59 PM
The actual agriculture and food security negotiations at COP30: from a 4-page document yesterday (unfccc.int/sites/defaul...) that hailed agroecology and AI-farming in the same breath to a one-pager (unfccc.int/sites/defaul...), saying "cool draft, let's park this for next year".
November 14, 2025 at 5:40 AM
No public fireworks at #COP30 tonight, after all.

"We therefore propose that consultations continue as agreed in the opening plenary with another stocktake plenary to be held on Saturday."

The consultations will continue to serve as a safe space for parties".

If you're still figuring out what the #TFFF means for climate and nature finance in an era of backtracking, aid cuts and Baku amnesia, I wrote about in last week's Cropped. www.carbonbrief.org/cropped-5-no...
