the intention is probably to avoid whiplash (and possible cost) of stopping and starting the activity over and over as it goes through the courts. Building in time to file the appeal lets the judge set things on his/her own terms rather than having the appeals court just override, which has happened

I've liked it for much longer than I was willing to admit, even to myself...the really good stuff can make me look past things like hyper, which I normally have zero interest in. But watching a prey disappear down a schlong, putting them in someone else either whole, half melty, or as a load is peak
