The only way I see this would happen is if the US administration wanted it, but couldn't prosecute domestically because he was pre-pardoned. Very skeptical about any future administration being willing to do this.

You might want to make it a rule for agencies to refer small businesses to those support services as a routine part of compliance processes. That way, small businesses could automatically find those services when they need them.
