My main point of contention is that impeachment would "chip away at the record low support" for Trump.
The Clinton impeachment didn't result in that outcome.
It may be useful for other reasons, or may even function like this against Trump. It's just that's not what happened to Clinton, that's all.

Bill Clinton's approval peaked after impeachment, because voters correctly saw it as a partisan overreach over basically a personal matter.
No idea whether that would happen with Trump, but Clinton's impeachment is a bad precedent.
