There may be places that do them. I don’t think they’re widespread (because they’re not practical). But I do think the pressure to produce scoops absolutely shapes coverage, which I took to be your larger point (but let me know if that is wrong).

I do not think hard-and-fast quotas for scoops are common practice. *However* it is very true that reporters are under pressure to deliver “scoops” (for good reason! having unique stories is what sets outlets apart). That does affect how stories are framed, sometimes in bad ways

Oh, it actually has a term at NYT? Many of us in the industry unfortunately know of having to scramble to put together a story because a top editor very removed from day-to-day reporting said we must drop everything to pursue their pet idea, no matter how misguided

That was so shameful. At least Rosario Dawson apologized. I also have not forgiven Janelle Monáe for that. When she used to wear black and white she said it was in part an homage to working-class people, but that rings hollow when you are fine crossing a picket line!
