Right. This is the map of "navigable waterways" as defined by 33 CFR. USCBP is apparently claiming a 100 nautical mile buffer around these a well, and so far as I can tell nobody is challenging them on it.

Charlotte is within 100 miles of the navigable extents of the Congaree and Wateree rivers. That is what USCBP is basing their jurisdiction on, and so far as I know, nobody has tried to challenge this legally.

Incidentally the graphic shows 100 statute miles, CBP is actually claiming nautical miles.

If you are within 115 miles (100 nautical miles) of any of the rivers drawn in blue here, you are "on the coast" as far as USCBP is concerned.

Yes, Wichita KS is a coastal city, by this definition.

There seems to be a lot of confusion this morning about what USCBP considers to be a "coastline."

If you happen to be anywhere within 115 miles (100 nautical miles) of the blue parts of these rivers, or 115 miles from any actual intertidal zone, you are within their jurisdiction.
