Do the libraries buy the ebook from Amazon though? I think it's still worth doing. I bought about a hundred ebooks per year on Amazon. Now it's all library loans

This does not solve what you are talking about, but I have stopped buying books from Amazon at all. I used to buy massive numbers of ebooks per year.
