Heavier vehicles, accelerated and decelerated harder (and honestly, actually using the friction brakes in normal driving _ought_ to be a rare failure to predict).

Yep, this is not a “one arrest” style situation.
It’s a confiscate every single tipper that dumped there and do a full yard inspection on each operator situation.
