Dear Elad, Thank you for contacting me to express your thoughts about the Stop Terror-Financing and Tax Penalties on American Hostages Act, or H.R. 9495. After listening to hundreds of Kansans and nonprofit leaders with serious concerns about this legislation, I ultimately decided to vote against this bill. Listening to you helps inform my decision making. The Stop Terror-Financing and Tax Penalties on American Hostages Act would postpone tax filing deadlines and eliminate penalties for U.S. nationals who are held hostage or unlawfully detained abroad. It would also terminate the tax-exempt status of organizations the government designates as “terrorist-supporting.” Notably, however, the bill does not define or provide guidelines as to what it means to be a terrorist-supporting organization. While I support the provision to postpone tax deadlines for Americans wrongfully detained abroad, I’m deeply concerned that this bill could give any Administration the power to take politically motivated actions against U.S. nonprofit organizations. I will always stand firmly against actions that support foreign terrorist organizations, but Kansans made it clear they wanted me to oppose this bill. I appreciate the chance to hear your concerns on this issue. Wherever anyone stands on this subject, I think we can all agree that our tax code should be fair for all Americans and shouldn’t be exploited by anyone who wants to harm U.S. citizens. Having said that, it’s also crucial that we guard against abuse and preserve the liberties and values that make America the place that it is. Thank you again for contacting me.
