Maybe the rifle was out of bullets. Maybe he didn’t know there was a second shooter. Maybe he didn’t want to be mistaken for the perp and shot dead himself by cops. Maybe he didn’t know how to reload and fire. Maybe he didn’t want to take a life himself.
