You don't need an Enabling Act, or anything like that, when Congress just decides not to do its job, stay shutdown, and barely register concern when POTUS steals power of the purse, makes up emergencies to invoke extreme power, and engage in rank and flagrant corruptive acts.

The idea that Congress, a body, would jealously guard its constitutional powers falls apart when the majority of members would gladly shut themselves down and rule themselves out to let POTUS enact the agenda they want.
