I wouldn't be surprised if, knowing they had no chance in 2024, the Tories set this up to be a thing they could use for 2029 or so.

Or, it's a left-wing populist party that wants to create a grassroots movement, which seeks to build over peoples experiences and they're trying to give more power to members. It can't represent everyone but can unite on issues. It's a similar organisation practice that trade unions use/used.
