Isn't that a power of Congress and isn't it more apt to be named the Jimmy Carter Institute for Peace?

Renaming the United States Institute of Peace (USIP) — an independent, congressionally founded NGO — to the Donald J. Trump Institute of Peace after gutting its staff and seizing control is a cynical power-play, not a “peace legacy.”

The building is privately owned by USIP, not a federal building. It was bought by the independent agency using private donations, which also provide an endowment used for maintenance etc. If the court rules it can be handed to the felon that will be outright theft.
