There is a penalty of up to $75,000 per flight for carriers that don’t comply. FAA in its statement today said:

“The FAA is aware of reports of non-compliance by carriers over the course of the emergency order. The agency is reviewing and assessing enforcement options.”

Data from Cirium today shows just 0.25% flights canceled at the 40 airports that were in the FAA order, seeming to indicate airlines have been walking back the reductions well before today’s announcement lifting them.
