This is actually a condition called “angel wing”. It’s a malformation of the most distal joint in the wing caused by a poor diet, usually because the bird has been fed a high carbohydrate diet (bread) by humans in a park. Unfortunately not uncommon in Canada Geese. Good teaching example!

I’ve never spent any significant time around any but the brown pelicans, I sort assumed all pelicans just dove to fish hahaha

Something to consider is a hybrid. It certainly looks like a Ruddy with its short sharp tail and white butt, but you’re right the face is a little off. Could also be mid molt or something to that effect
