There was an early effort (1988-92) to price carbon dioxide. It was a necessary but not sufficient response to the shit storm. It was lobbied out of existence across the world (I know some clown who did a PhD abt this, re: Australia).

28 yrs ago today (Nov 14, 1997) – Australian Prime Minister "Honest" John Howard wants the World Trade Organisation to scupper the climate treaty (UNFCCC).

All part of his dummy-spit to extort outrageous exemptions for Australian polluters. What a statesman!
