The ICEholes are so stupid they should each be given a disassembled gun until they think they need it. If they can put the gun together under whatever stressful situation they're under, THEN they can ask their supervisor for a single bullet, provided they can answer what caliber their gun is.

Let the vehicle get away. Even if the vehicle was coming towards you, some dinky bullet isn't gonna stop a ton of rolling metal; get out of it's way and, if you can read letters and numbers, take down the license plate. Merely possessing a firearm doesn't make you any sort of expert with it.
